Well, if they aren't allowed to purchase them, it would stand to reason that they aren't allowed to use them. Personally, I would much rather find out my kid was vaping instead of smoking, IF they are bound and determined to do one or the other. But the ideal scenario, which I agree with, is for them to do neither.
The only thing that should be in our lungs is clean air. That in and of itself is nearly impossible to come by in our society. Most of us in this forum have used vaping to quit smoking cigarettes, which is wonderful. Some members have actually been able to quit both, and that's ideal too. But to have never done either is the best idea.

Vapes cannot be smoked, they are not combustible like cigarettes. They create vapor hence the new verb: vaping

Depends on the state /locality FL can charge a minor with just possessing a vape device.
it is the only one I know of but probably not the only one.
Since I am old I do not concern myself with that aspect of vaping.
Brainz iz too full now.

In KY minors attempting to buy tobacco products can be charged but are usually not.

I recall in VA in 1985 at age 13, I could legally buy and use cigarettes. Of course, Richmond at one time being a Philip Morris company town I suppose law enforcement was offered a bit for being so lax. Shop and store owners figured it wasn't worth a hassle to some kid, or themselves to deny purchases. "If you're man/woman enough to come to the counter and ask for 'em, you damn well can smoke 'em," seemed the prevailing attitude.

A shop hassle a kid about cigarettes? That kid's dad, mom and another twenty families stop any business at that shop. Faced with that immediate loss of revenue the shops often bit the bullet and paid a $500 fine if they were caught. What the Hell? They had money rolling in hand over fist. People never argue, consider morals, ethics if money is coming in. Always an easy blind eye if there's money. Big Tobacco is money.

Wow, that's been forever ago. As to the question of kids now using vaping products? I agree with @Teresa P, @JuicyLucy , and suspect the sentiment of @The Cromwell is in agreement as well.

My thought on underage vaping...
If it keeps them off of cigs I have no big problem with it. Would rather they did neither but understand the young....
But if the law does then that is their problem since they have the same legal issues with underage smoking/vaping.

most states rolled vapes into the clean indoor air act and other tobacco restrictions they did in mine anyway so if you can not legal smoke your not legally allowed to vape

I can appreciate the words here, for quite a few reason I could discuss in public, refrain from doing so as I admit my own ignorance of all facts. I stipulate though words here in your post in particular seem to bolster my opinion and speculation regarding what is legal may not be lawful, and vice versa. Please excuse me, will not say any further on it, IANAL/A.

For different countries the age limits are different. I must say this, if you are thinking of nicotine-free vape, you can consult with the doctor, if the kid has any type of allergies or not with the vaporized products.

No Vape smoking is not be allowed to under 18 members it is harmful for them because their growth will be effect with this and in my opinion vape and other smokes is harmful for both teenagers and adults

if you can't buy, smoke too

I smoked for thirty five to thirty eight years before starting to vape. Vaping is 95 to 98% less of a health risk than smoking. It is about reducing risk.

Granted there are other possible risks with vaping. if one uses responsibility, common sense those risks can be mitigated. The over all point being many of use adopted vaping to get off smoking, which is a proven killer.

Many of us rather not vape or smoke, but of the lesser two evils we vape. Why would we encourage younger adults & children to vape or smoke? Instead we encourage breathing air only.

Neither vaping nor smoking is permitted for people under the age of 18 in the US, and it's not an appropriate topic for discussion in this forum.

Everyone who is a member here is supposed to be over 18.
