I am looking for a basic starter kit to get started on while i get the money together to pay for something more expensive. I smoke occasionally and am wanting to get into vaping. so was hoping for something like a KangerTech Top Evod just to get started along with some low MG or no MG nicotine juice. anything at this point is appreciated, and i normally wouldnt step foward to ask about it if i wasnt serious about getting started in it. Thanks guys.

To be perfectly honest, without taking the time to post in the Introductions section, spending a bit of time in the forum, and getting to know more about us, or even us about you, most people are very leery or hesitant to PIF gear to someone that comes straight to this section as their introduction post asking for gear, specific gear, even. For all anyone knows, you're under age, and no one wants to get involved in contributing to a minor.

We have contests sections, you could even take your chances at entering those.

I do apologize for that,it was just the forums i found in the search bar on google. I am far from being a minor at almost 28 years old. I am not meaning to sound shady, its just how my brain thinks sometime at seeing"ohh possible help" I didnt even think about it,and do apologize guys.

I get that. I am not that kind of person, but i do understand that people have been burned. I just hope eventually to get anything that could help me get started...was just listing what i did as most of them are pretty cheap...didnt want to put anyone out really on the off chance i did get help.

I don't know if you live near a Walgreen's or not. Where I live (North of Milwaukee, WI) I can buy cheap ego/evod style kits at Walgreen's. They even have the pre-filled clear cartomizers that can be refilled. I wish they had this back in 2010. Catch it on sale it's more of a bonus. Wally world here has the same offering. If you give me a general location of where you live I could find a cheap source for you. Or at least I can try. It's the best I can do for you. :)

Yes,on the Walgreens. I find it interesting that some Walmarts seem to sell vape stuff. My store has none at all, and the cig prices are outrageous too. Now, the MurphyUSA station in our parking lot sells cheap pen styles along with the cig a likes.

I had a really bad experience with the ego aio airflow getting clogged by dust or any other material, also the coil gave good flavor but spit like crazy (the fins in the drip tip were the only thing preventing mouthfuls of e juice). I would not recommend it over a regulated tube mod starter kit with a detachable tank, as there are no replacements for the internal glass tank available. I didn't think of putting a vape band on it and a drop from a wobbly chair where I had placed it upright down to the floor broke my ego AIO's glass tank within a month of using it. I guess it was good while it lasted, good clouds and flavor and decent battery life for the size, but it's so fragile that it really needs a redesign with replaceable glass to be a good setup. It won't take any kind of wear from being in a pocket so why the ultra-pocketable form factor? Also the firing button would get stuck on sometimes, the build quality left a bit to be desired. Still, $17 shipped from 101vape for a month of vaping was a decent deal I suppose.

Beginners wanting a really versatile all in one should look into the new all in one kits like the aspire Plato imo.

So....what is a safe way to charge an all in one? by the computer? or buy a usb wall charger of some sort?

Either one, they do 0.5a charging so it's immaterial what you plug into. The ego charger won't let more current pass.
If I were you, I would do the eBay quest like has been said and pickup what you can afford. While you're getting all of that done, hang out and make a few friends, see what deals are out there; and when you get a small sum saved get something nicer.

Prices are dropping industry wide, so 50$ can land you some good hardware,

Plato is iffy - coil options kind of suck - either nautilus/ triton mini coils or the ginormous honkin cleito-esque coil/ transmission assembly at $4+ apiece... better off waiting a little for the kanger Cupti, imo - same concept, better coil options (uses all kanger CL tank compatible coils)

I have one as a backup - they are decent enough. Been vaping on it today, as a matter of fact, which I don't do very often.

They are a little more fidgety than the stick with built in battery. I like the Istick 50 better for built in, but I wouldn't die if I had to use the coolfire instead.

Both require an atomizer of some sort

I haven't actually used the Plato I just heard good things about it but now that I know the coils are so expensive I would say that beginners needing something under $30, or anyone really, should look at something with a detachable tank because it's so convenient to be able to switch tanks on a good mod. If you want something simple but cheap/fragile by all means go with the Ego AIO, it was a great device until I broke it, but the narrow juice flow slots in the coil means that you have to make sure the airflow is not clogged at all for the coil not to burn out because it functions like a mechanical mod, I'm not sure what the wattage is when it's at full charge but definitely watch out for burnt hits due to poor wicking. The tiny tank capacity means that you can only vape about 1.5ml of the 2ml tank before you need to refill it. But it's probably the cheapest simplest all in one on the market and is definitely a modern innovation.

I have also heard good things about the ismoka Eleaf all in ones and the original joyetech Egrip (though I've heard horror stories about the Egrip too).

I started with a cheap Ego battery and a CE4 plastic clearo which I upgraded to an EVOD and then to a Aspire ET-S tank with an ego adapter. Then I got s real box mod and it all became more expensive from there. If you want to keep it cheap and quit smoking I would advise getting a basic ego battery and the Anyvape Davide tank that is on sale at vapenw.com for $5.99. Then I would buy some Aspire BVC coils or some Kangertech Protank BVC coils because they are both compatible with the Davide. It will produce decent clouds, deliver enough nicotine to get you off smoking, comparable to the famous aspire Nautilus tank. I would highly recommend the Davide as it is essentially a cheaper ET-S tank with better airflow. I am planning on stocking up on Davide tanks myself for tootle puffing at higher nic concentrations. For quitting analogs you want to start with a mouth to lung tank like the Davide or nautilus and a (powerful) tube form factor battery because it will mimic smoking analogs which will help you quit. True beginners should really go for a tank and mod setup that replicates analogs more than anything else like the boxy form factor of many AIOs like the Plato.

If OP is looking to get more advanced with sub ohm vaping and temperature control I would suggest the Eleaf Pico for $40 at 101vape or the Smok Nano One Kit at nwvape for $50, but that's quite a budgetary step up. For cheap vaping a fasttech ego battery plus the Davide would be amazing.

That's food for thought, like @memeticengineone was saying keeping it cheap.
when I was using the ego/evod tanks a 30ml bottle of juice would last almost a week. Now, with the newer ,dos and tanks I'm going through 20ml a day.
So, if the goal is to save money and quit the stinks, looking at the ego kits would be a way to go. Plenty of good tanks out now for those. The GS, the nautilus x are both nice

Don't worry about getting too advanced, once you are satisfied with your cheaper setup (I advise the Davide plus a 1500mah+ ego tube battery that will do less than 10 volts) you can look into something else. There is the ever present phenomenon some vapers call "shinyitis" where, just like when the new iPhone comes out every year, you see the latest and greatest and research reviews and obsess about which mod/tank you will buy, and you will end up collecting lots of vape gear. I personally bought a (super overpriced) $20 EVOD+clearo combo, the gladiator kit from Crown7, from the local grocery store (only vape supplier in the town of 2,000 people with one display case of Crown7 products) once my last mod, the KBOX 40w, broke down. I still plan on using the crappy 1000mah-ish ego battery it came with plus the clearo when I want to. I just ordered a 5 pack of Aspire BVC coils for the ET-S so I can tootle puff with the ET-S on the Smok R steam mini mod because it can go all the way down to 1w. I was constantly burning out coils on the ET-S on the KBOX 40w at its lowest setting of 8w. Personally I think keeping it low power and cheap, plus high nic concentration in your E liquid, is the way to go for quitting smoking if you don't have a big budget.

Don't take this the wrong way, but... The resistance of the atomizer and power availability of the mod are 2 different things
This is a little lengthy but there is some decent info for beginners that may help
http://vapingunderground.com/threads/quick-start-vapor-guide-for-a-new-vapor.204757/

Also if you're trying to quit cigarettes, the higher power may not be the best way. A lot of people do, but most tend to want that tighter draw closer to a smoke. Which is usually your 1-1.5 ohm clearo coils.
Getting a more powerful mod for the future might not be a bad idea
But these tend to be the EXTREMELY successful at getting people of cigs. The vape almost mimics a cig perfectly. And the kit has all you need except juice. A

I bought a aspire plato this past Memorial day. The MTL (mouth-to-lung) coils are very replaceable. One can use any Aspire Nautilus coil or a triton 2 mini coil. Right now they are under 8 bucks for coils at ecig.com. They are hidden on the site but if you type in search they pop up (or they did the last time I checked). The trition minis are affordable as well. The direct lung coil is the expensive one. I have it and never tried it because I don't direct hit from a coil. I do like the plato. It does not leak.

However, there are many cheaper mods/vaporizers out there.

Smok Stick Plus. Comes with a great tank. Plug in battery. 2000mah so it lasts quite a long time. $27 I think online or I think there was one for sale in the Trading Post for $25 shipped.

I've been vaping for a while and I LOVE mine.

For a person just starting out, you sure do know a lot about vaping-related devices! I suspect you did a lot of research so you know which PVs are trending, which aren't, etc.
