I'm new to but learned a few things. You should start out with something like a kangertech su box or a top box mini, at the end of the day it comes down to do you want hella flavor or chuck some clouds? Well good luck man, search around for vape starter kits.

Have you tried vaping, yet, if you have, did you enjoy, mouth to lung, or direct lung?

The way you prefer to vape, makes a huge difference in which TOP device, the MOD portion, not so much. A quality MOD, on the bottom, will work with MOST top devices, whether tanks, RBDA, or others. Most people, start out as mouth to lung vapers, as this most closely mimics smoking. Some stay mouth to lung for the flavor. Others migrate to direct lung for the clouds. Some do some of both. For a great mouth to lung experience on a tight budget I would suggest an AIO. Direct lung, I recommend an RX 200 or RX200S with a Tobeco Super Tank 25mm. You will need some 18650 batteries and a charger is a necessity too. E-liquid also, and some spare coils. The AIO comes with, enough to get you started, except e-liquid. The other option requires you to buy things in a more piece meal way.

Most vape shops charge considerably more, than the online vendors do, so try, face to face, perhaps, but price and buy online. There are lots of great resources here on the forums, about which sites, others suggest. I used to spend $58 a carton, per week when I smoked, I do not spend on average more on vape gear, but the initial costs, can be a high buy in cost for quality products. Thankfully the price is much lower than it was when I started three and a half years ago.

Or find a good shop and support a local business to get started. They will usually let you try stuff out so you can get a feel for the type of device you want.

I second the eGo AIO - if you're looking for something small, inexpensive, and easy to get the hang of, it's a great way to go, and this is coming from a new vaper (I just got started in late April with the eGo). I see the folks working at my local vape shops recommending these to first-timers constantly. Only thing is I found myself wanting more pretty quickly and now own the Kanger Topbox Mini kit, which has more options in the way of adjustable wattage and a removable tank so you could one day get a rebuildable atomizer if you wanted. It just depends how advanced you think you might want to get.

I personally have tried a few different tanks over the last 4 years and I always go back to my Kanger Min sub RBA perfect for me on air flow and easy of rebuilding and great vape and flavor...Just my opinion tho.

This is the type of question that has many right answers. My wifes first was an ego one mega. Then she got a Mini-Volt. Either of those would be good, inexpensive options. She's been happy with them anyhow.

For a Starter i would recommend a replaceable prebuilt tank and a regulated single battery, like the IPV D3.
most tanks that come with "start kits" are not gernerally good, i hate the tank that came with the Subbox mini
mods especially regulated are easy to figure out.

just get a generally well reviewed regualted (i reccomend a dual 18650 for battery life)
and getting a nicer tank, like a Super Tank mini, Cleito, herakles, ect.. you'll be set
 
My first was the eGO AIO, as well. Great starter. Nothing to control or adjust aside from airflow IIRC (and juice/coil selection, ofc, but 0.5ohm was my fav). I lost mine and got another Joyetech, the eVic-VTC Mini and it is AWESOME! Idk if a beginner should start with it but I am whatever one step up from a beginner would be and I have figured it out for the most part (talking of the new update--the new firmware update is absolutely filthy, btw. Soooooo good).
