Is this normal? I'm a newer vapor and not well versed in batteries.

Time to replace it. I bought some from Amazon once and got a couple of duds in the same batch. I always buy good batteries so I figured they were fakes. Returned and now I only buy from reputable dealers and never had the issue since.

I emailed them, quick response back. I sent the photos above...ill let you all know the outcome. The helpfulness of this group is phenomenal, and appreciated!

Here is the response from the vendor:

Lisa, the VC4 only measures the mAh it puts into the battery, not the total mAh available. As a visualization, If you imagine that you're trying to measure the size of a bucket by hobw much water you can put in, that's how the VC4 works, just with batteries and charge instead of buckets and water. So if you start with a half full bucket, you would only measure half a bucket's worth of water if you measured how much water you can put in. If you start with a full bucket, you would think it doesn't hold anything because you try to put in a tiny bit and it's already full. That's what's happening here. So when you take the fully charged battery and put it into the other bay, it can put a few drops of charge in, but that's it, which is why it reads basically nothing in the second picture.

I suspect the same thing is true about the first reading, that you just didn't discharge it all that far before charging it. To truly test the mAh of the battery, the battery has to be at 2.5V when you start to charge it, which is very empty.

I do see that it's charging properly to 4.2V which means it's almost certainly good. What do you think, does that explain it?

That certainly sounds reasonable and I trust @Jon@LiionWholesale implicitly when it comes to batteries. He has a great reputation around here.

As to why the other battery that also says it's at 4.2V has a much much higher mAh level as compared to the other one, I have no idea. Maybe it's not fully at 4.2V? Have you tried moving that one to see what it says after being moved?

Yes, the second picture is where I moved it from the 4th to the 2nd position.

I mean the battery in #3 slot. Have you moved that one (#3)? I'm curious as to why it has such a much higher mAh level. From what I understand from vendor response, it's because #4 didn't need as much charging as #3 did. And I'm curious as to what #3 will say when moved. If I'm understanding the msg you got correctly, #3 mAh should drop way down when moved.

I hope that made sense

I know, I had already used it before I got the explanation. I'm going to check that when my next set are fully charged
