I am not quite understanding your question. Are you asking when to charge your batteries according to your mod or when you check them in your charger? That is a pretty nice charger it stops charging automatically when the battery reaches its capacity. As far as when to charge batteries I usually charge mine when I am down to the last bar on my battery life indicator on my mod or when the mod tells me to. Again not totally clear on the question. Sorry not much help.

You can wait until your vaporizer won’t fire because the battery is low which will mean your battery is somewhere between 3.2-3.5 volts. Most mods cutoff when a battery is in that range and will give you a low battery warning. You don’t have to wait until then if you don’t want to. You can charge them whenever you feel like it. Also you don’t have a stand-alone voltage tester but your mod and the charger should both have the ability to read voltage. I think I’ve answered what you were asking but if I’ve misunderstood the question please clarify and I’ll do my best to answer.

I don’t use mechs so I’ll leave this to the more experienced mech user to answer.

Okay I understand a little bit better now. When using Mech Mods I recharged when The Vape becomes unsatisfactory. Regardless of how many bars shows on my charger when I put the depleted cell in. It is my understanding that it may increase the life of the cell by not depleting it as thoroughly.

Personally, I'd charge mech batteries as soon as I feel the vapor or heat start to fade. I'm sure others can give the whys and wherefores.

You can feel when it losses that initial oompf and it sounds like you are trained to feel it and not ignore it, and that you are doing the right thing. For me it comes right about 3.86v

Without the charger showing you the voltage, you could use a voltage meter or a regulated mod to show you what the battery voltage is at those 1 or 2 bars. With mech it's a good idea to charge at 1-2 bars like you're doing.

You should get a regulated mod, It can be your voltage meter and a backup in case anything happens to your mech.

In my honest opinion I believe the OP should instead of purchasing a meter, purchase a mod with a good quality chip that will allow you to do the same thing and provide a backup. I know you can find dna75 mods at very reasonable prices. They are the Evolve chip and are used in many different older lower end I guess affordable mods.
