Correct me if I'm wrong, but I assume the hole in the tank and the hole in the top cap thread should not line up when closed.

So basically, when you want to re-fill the tank, you just turn the cap enough to where the exterior hole and the interior hole lines up. From there, fill up and then twist the cap back to close off the hole.

Better yet, perhaps a fill screw like the old BuzzPro M1A1 carto tanks used:
