The monies are to be used “to develop strategies to prevent the use of new and emerging tobacco products, including electronic cigarettes, by youth and people of childbearing age.”

I wonder what their definition of "people of childbearing age" is?

Since men can never "bear" children, this sounds like gender-based discrimination to me.
