I'm not sure I follow Prof. Siegel's logic here. If menthol was the only flavor available both before and after the flavor ban, how could the ban have increased menthol cigs' popularity?

The moral of the story is CFTFK lobbied AGAINST the menthol ban but they have been beating the "flavors" "what about the children?" drum all along while fighting to keep the most popular (and only) cigarette flavor on the market.
