I guess in that statement it would be dependent on what was leaked, and the nature of it.
If a leak is made because someone is committing crimes, I don't see it as so bad. Assuming that the leak is not going to cause someone to lose there life. If the leak will result in someone's death it's another matter.
Think about it though, If all the defense agencies are committing crimes, you get to a point where there is no one to report a crime too. At that point, I would be confused. Do I let a crime continue, or do I report to the people the defense departments ultimately answer to. The general public. The government answers to us..... Not the other way around. Which is why the Constitution is a document to limit the governments power, not grant them power.
