Give it a try @2% with 1.5-2% FA Fresh Cream. OR 1.5% FA Vienna. OR 2% CAPs Sweet Cream. If you have any. Just to give you an ideal what your working with without muddling the flavor.
 
Sweet strawberry Cappella : 4%
Strawberry ripe TFA : 3 %
Raspberry sweet capella : 2 % ( for an accent )

Tfa Vanilla Bean Ice Cream : 3%
Meringue FA : 1%
Cream Fresh FA : 1,5%
Vanilla Swirl : 1%

I like this one:

INW Shisha Strawberry 0.5%
TFA Ripe Strawberry 2%
CAP Sweet cream 1%
CAP (Silverline) Whipped Marshmallow 1%

Good as a SnV but it gets better after about 3 days. I don't like FA Marshmallow and absolutely detest any cotton candy/ethyl maltol flavorings but the Silverline marshmallow gives a little more body along with a hint of sweetness to the mix without that artificial sweetener aftertaste. It does contain some alcohol that needs to evaporate and once that happens, the mix really falls in line. It doesn't appear to be a terrible coil gunker either, although I don't vape it all day like I do my variation of @wllmc s Juicy Strawberry Cheesecake.

I know the above is for a shortcake not the actually Strawberry Cream but if you drop the Cookie and Nonna's Cake (which I have done) it really is a great creamy strawberry mix.

I'm not sure that cream flavorings are made from dairy, so may not include any lactose.
Many flavorings, despite their names, are totally artificial.
You might want to consider asking the flavor vendor about it.
They are usually very responsive when you explain the issue.
It's worth your while before you write off a giant amount of diy juices.
