That is the brilliant headline of the new CDC press release:

http://www.cdc.gov/media/releases/2014/p0825-e-cigarettes.html

It seems that kids (around 5% of these 'children are 18+) that answered “Probably not” as to whether or not they would use cigs or ecigs in the future still counts as intent!!!

"In sum, this is an utterly ludicrous measure of “intention”. “Probably not” counts as intention. “I really don’t want to, but under imaginable circumstances I would take a puff” counts as intention" - Dr Phillips

...and here is DR. Carl Phillips ripping the press release a new one:

http://antithrlies.com/2014/08/26/cdc-refines-their-lies-about-kids-and-e-cigarettes/

...and DR. Carl Phillips ripping into the press release some more:

I am very thankful for the Carl Phillips'of the world who continue to educate us and the general public in these crimes of the FDA & CDC. If it weren't for these wonderful people we would have lost our battle to Big Pharma, Big Tobacco, and Big Government a long time ago - 5150

I'll bet those same exact "kids" also tried real cigarettes, beer, and porn within a relatively short time frame as well.

If there were no real cigarettes, they might all try e-cigs...
