If I set the vv to 5v on a 1.5 ohm coil, will it produce the 16.667watts? Or, is it strictly limited to the 11 watt output?

You will only see 11 watts max. The chip is limited by it max amp and wattage output. Even if you set it a 5 volts and put a 1.2 ohm coil on it you'll still see 11 watts or 3.6 volts at the 510 connection.

I find many either use just the watts (P) button or the volts (U) button . Most toppers like Kanger Pro Tanks (especially version I and II ) , Iclears , Vivi's, T-2's , MT3's etc... work great between 8 and 10 watts .

Whichever button you press last is where it will stay so if you press the (U) button last before hitting it you got volts if you hit the (P) button last you got watts . Imo i never saw any noticeable differences between the two except with a limited # of toppers.
