Do they both measure to the 1/100th and how far apart are they measuring the same atty and build?

I'd try and clean the connections on both devices to see if that brings the readings closer together, but really .05 ohms isn't something I'd worry about at those resistance levels as long as the readings are stable. Not sure if that's any help.

What would it mean if a ohm reader would be bouncing all over

Most likely loose connection, either your post screws or in the 510. Try tightening the screws on your build and make sure the positive 510 screw is tight in the bottom.

Chinese Ohm reader :)
In this case, I'd trust the mod, rather than the Ohm reader/meter.

When it becomes necessary to get more accurate readings, I recommend an Ohm meter from http://www.shop.usaohmmeters.com. Although they are pricey, it's worth every penny!

As long, as you don't build Ni200 coils, you're fine using your mod.
