    It seems to apply to any type of liquid intended to be used for vaping so I'm guessing this will be interpreted like "if it can be used for vaping, that means it's intended to be used for vaping".

    So would be like the EU, could buy 20 mg made eliquid or 20 mg freebase? But no 10 ML bottle thing. Yet...
