When is it time to re-charge?

I purchased and married 2 pair of Efest 26650 batteries (by writing a1,a2 and b1,b2 on them) for my new 26650 bcboxmod wired in parallel,with an added voltmeter. I heard somewhere that you are not supposed to let the batteries drop below 3 volts before charging. Is this true?

3.2 is the lowest you should go with each battery. I usually try to charge them by the time they hit 3.4 or 3.5

The real question is will you know the voltage? Or you gotta pull them out to measure? Once the voltage drops off, you'll probably notice.
