Note that the bill now, well in 2017 included FDA control over flavorings.
It would already have banned mechs and likely removable battery mods.
Read about the part exempting large and premium cigars from FDA control and you will see who is really pushing it.
Yes it would move the predicate date to 8-8-2016 but would still require FDA approval for all vape stuff introduced to the US market after that date.

I wonder if Grim Green still supports it since he is in the juice business and the latest variant of Cole-bishop puts flavorings under FDA control?

sigh.
I have trouble trusting any vape reviewers with a dog in the game.
Which by now is most of them.
