A handful of Illinois pet shops are still selling puppy mill puppies by exploiting a loophole in the humane pet shop law. Puppy mills prioritize profit over animal welfare, keeping dogs in cramped cages for their entire lives with little to no veterinary care, exercise or socialization.

Passing SB 2990 would end the sale of puppy mill puppies in pet shops in Illinois once and for all. Illinois already passed humane pet shop legislation, but a few store owners refuse to comply and continue to resell puppies from awful puppy mills to unsuspecting consumers. SB 2990 will close the loophole these bad actors are exploiting. Illinois was on the forefront of this issue when it passed a humane pet shop law years ago. Now, we must ensure the law is properly enforced. Most pet shops in the state complied with the law, and many are still open under a humane model. We cannot let a handful of people keep this cruel pipeline open in Illinois.​
