cloning

Anyone know the difference between % and MLS when mixing my own juice...there's a flavor I want to clone,but the guy only put %...not mls?...can someone help me and tell me where to get the best deals on concentrates?..thanks in advance...oh...and I'm kinda new here...so sorry if I'm not...
