Is it okay to double wrap 18650 batteries, provided they still fit properly? Or would the extra wrap hold more heat?

Why? If you are tearing the wrap on batteries constantly, you may want to look at why that's happening, rather than double wrapping...

I've wrapped over torn factory wraps with no issues

You will have problems with tubes or other things that they SLIDE into, if they pop in like a box mod then its fine...sometimes helps with rattle

So long as they fit in your devices, its fine. Consider using clear wraps for the outer portion, that way you can write on the inner stock sleeve without it rubbing off.
