Are e-liquid flavours really "hooking another generation of kids"?

if you wanna eat gummy bears you can just go out and buy all the gummy bears you want....you're not going to start vaping because you need your gummy bear fix...

the entire premise is wrong
Yes kids vape because of the flavors - thats obvious

the question is do kids who vape who never smoked start smoking because of vape products? that is the true concern

The real question is how many of those rebellious teens go on to become a lifetime vapers or smokers from the experimental vaping faze?

Because the rebellious teens experimental cigarette smoking faze from 2010 and back ended in lifelong tobacco addiction at least 75% of the time.
Even though tobacco controllers like to quote higher rates.

I think by the time the dust settles vaping will put out a lifetime addiction rate at WELL under 15%

Careful with the 'lifetime' thing. Lots of people who started smoking in their teens quit sometime between their late 20s and their 40s. Others quit later than that when the first major smoking-related health problem hits them (heart attack or whatever). Even 10 years ago, there were more ex-smokers still alive than smokers. Substitute "long term" for "lifetime" and you're probably spot on.
