A past character from the Marvel Cinematic Universe will be returning in Avengers 4, as reported by THR.

Frank Grillo has confirmed that his character, Brock Rumlow – also known as the Hydra agent and terrorist Crossbones – will be returning in the fourth installment of the Avengers team-films. He won't be returning in a typical way though, as Crossbones dies in Captain America: Civil War.
Grillo said his character will be appearing in a flashback.
"He makes an appearance in the next Avengers movie," Grillo said during the UFC Unfiltered podcast. "But it's a flashback … I'm allowed to say whatever I want because I'm never doing another Marvel movie." (THR reported that Grillo said the reason is due to his age, not his character's death.)
