a friend gave ponnky batteries 18650 5000 3.7 high discharge. Can I use the batteries in a regulated mod?

All the Ponnkey 18650s I can find are button top, so that's a no. Also, I can't seem to locate an amperage rating for them, so that's also a no. I would likely say no to vaping with those batteries.

That would be a NO.
No 18650 cell rated at over 3000 mah is good for vaping. Unless maybe you are vaping at 5 watts or so?
Those 'high discharge' batteries are likely actually rated about 3 amp max. And output voltage sag is likely to be horrible at 3 amps.
