Blended nicotine in Canada

Hello all
Being a noob i'm having a real hard time finding a blended nicotine seller in Canada!!!
I live in Quebec which makes it impossible to get any at my local B&M vape shops as they are not allowed to sell it. I'v had 2 shipments of blended nic sent from the states and Canada customs seized both of them!!

Do you mean mixed juice with nic, or just nic for mixing?
