Stalling doesn't mean rejecting regulations. They just need a little bit more time, in order to come up with a better excuse for why they want those regulations.

What they usually do is propose the toughest most draconian bills they can think of.
They already have a "lesser of two evils" plan set up.
You agree to what they wanted all along the whole time you are thinking that THEY cut YOU a break!
