Cascade one plus se not charging...

so I’m not the most well versed when it comes to these things but I bought the cascade one plus se yesterday and when I plug it in to charge the lights turn green and shut off and it has no charge to it. I left it plugged in over night and nothing. I exchanged it today for one that was supposed to be working but same scenario. The booklet says the light is supposed to stay red while charging and then turn white when it’s done but I’m getting none of that. Any help would be greatly appreciated
