We do need some form of regulation on ejuice.
Cleanliness, purity, Accuracy of nic levels, safe ingredients, Batch numbers for tracking, expiration dates. etc
In other words the same level of protection as we get on other things we ingest.

As for the DIY part; you still cook your own food at home right? As long as we have a suitable source of raw materials (VG/PG, flavourings), then DIY is not that much different. Beyond that you just need suitable education for preparing these things. I know plenty of people who don't have a good understanding of preparing food safely at home.
