Can i charge the evic vtc mimi via usb? with the battery on.

Any mod that I charge via usb port, I make sure the device is off while charging. The battery indicator will let you know when the device is fully charged. I would also suggest do not leave your mod unattended while charging. Just in case....

I also switch off the device while charging. But I didn't around while it charging. Though the device off completely. I would like to know is their any effects if I don't have around my device while charging? Please let me know.

It is better to charge while you're close to the device, in order to avoid any severe damage, in case the battery vents (or worse).
However, on the long run, I do recommend not to charge via the USB, but getting an external charger.
