Sounds like you figured it out, but yes lower wattage = less power = more time to fully heat the coil = ramp up issues = delay.
You can combat ramp up times with finishing your breath out as you start to hit the vape, once the vapor comes out the airholes you switch and take a breath in. It's not ideal though as you will end up with a hotter tank and draining your batteries much more rapidly.
At ~.4Ω 60w should do it, but the makeup of your coil matters. Kanthal heats up slowest of the common wires. I used to vape this triple twist kanthal build and it'd take a good couple seconds to get it up to par, once it kicked in it was beautiful, and with the slow ramp up it also holds it's heat better so chain vaping wasn't an issue once I countered the initial ramp up.
Anyways, if you encounter delays on the vapor you're either going to want to increase the wattage (can yield undesireable effects on longer pulls, basically burnt cotton) or you can do as I said before and breath out initially to warm up the coil and then take it in once it's all good to go.
I'd look for different coil optoins, specifically if possible wire options. SS has treated me well, Nichrome is supposed to be even faster, Nickel so fast that you want Temperature control options or basically don't use it.
I don't own one but sounds like the Herekles plus is a more "top of the line" tank, and with that they all demand a bit more power. The tanks are great, they give you ample clouds and good flavor, but there's a cost, and that is juice, both the juice in your tank and the juice in your batteries. Not that I really have to tell you that if you're using the TFv4 who's premade coils are probably the most demanding on that front.
