They contain alcohol. The PO has to take the same precautions with alcohol in flavors the same way they would perfume or any other flammable liquid, even though the content is minute. I keep waiting for my mailman to deliver my goodies wearing a hazmat.

Any juice will flame if heated to high enough wattage.
But yes what Teresa said is why they list them as flammable for postage regulations.
Larger quantities of those flavorings must be shipped differently under postal regs.
