Well, their tobacco act labels tobacco products as being made from or extracted from tobacco, so I guess technically they are right as far as nicotine containing e liquid goes. Itll be interesting to see if they separate nicotine containing eliquid from 0mg eliquid in this.

Edit: Actually looking further at the article, it looks like anything under 20mg/ml wont require a permit, so probably shops will just sell under 20mg juice to get around a permit. Unless I understood it wrong.
