Could I use this charger to charge sony vtc4's and Samsung 25R's (both in 18650):

Yup, lithium ion is one of the chemistries the Intellicharger was designed to handle. Go for it :)

It will work. Remember it is generally thought Nitcore is the low-end and Xtar is at the high end of quality depending on what you're looking for.

Check this one out. It's really nice and full featured. I just ordered one myself. It charges more types of batteries than both the LUC and Xtar.
