It strikes me as a bit premature to speculate until the Board of Equalization decides how much to tax e-liquids. They're supposed to figure out how much e-liquid is equivalent to a pack of smokes so it can be taxed at the same rate. If they decide that a cloud-chasing 30ml a day is equivalent to a pack of cigarettes, the effects will be minimal. If they decide that a 0.8 ml pod (e.g. Juul) is equivalent to a pack, then California vapers are screwed.
