"And the $1,200 license fee businesses must shell out would go into anti-smoking campaigns and programs to help people quit smoking."
This makes ZERO sense to me.
Steal $1,200 from (vape shops) sellers of the SOLUTION to combustible tobacco and use it to fund campaigns & programs that have been proven over three decades to not work that the Master Settlement Agreement was supposed to be funding since 1998.
Where'd the Master Settlement Agreement money go?
https://projects.propublica.org/graphics/tbcbonds-statemap
State - New Jersey
Settlement Money Received in 2014
(millions) - $204.3
Portion of Settlement Receipts Pledged to Repay Bonds - 76%
Proceeds from Selling Tobacco Bonds That Are Still Outstanding
$3,622.200 3.6 BILLION DOLLARS
Capital Appreciation Bonds,
Amount Sold
(millions) - $186.0
Capital Appreciation Bonds,
Amount Owed
$1,280,900,000
(So to get 1.86 billion up front these dumbasses owe 1.28 BILLION back!)
