It hasn't worked yet so it ain't gonna work
The same amount of people smoke right now that smoked in the 1960's but the earths population just grew so now they can say "only" 25% of people smoke.
That doesn't mean shit when there is now twice as many people on earth as there was in 1960 - 5150
