So I have a paragon merch mod on a mutation v4, with a 5 wrap clapton coil, the coil is running at 0.09 ohms, and I'm using a 3.7v lg 18650. Is this relatively safe to run that low?

The true answer is "No" its not safe if its a single battery Mech mod!
describe the actual LG battery you are using there are several...

This battery
Its hard to say which one it is could be a rewrap but if its lets say a LG with a 35amp pulse you are still below the required Amps to run a build a .09
I could suggest you make your builds around .2 ohms for a Mech mod single battery..
Are you familiar with OHM's law ? if not here is a chart for you so you can compute

Yea thank you I was using that calc the other day.. I went ahead on the safe side and threw a new build, 22g lane gal 5 wrap. So if I were to get a mech box mod, I could run really low builds like that yes?

Figuring quickly that you had a Parallel box mod you would double your amps.. and run a .1 build that is according to OHM's law
just put in 40amp in the calculator and you will see .... If I was you I would consider getting a Variable V/W regulated mod.
Good luck
