Illinois cops tackle college student in her desk because she smoked a cigarette outside

I seen this on ats and it's my understanding this guys not even a cop. Just some security/rent-a-cop but if he was a cop nothing would come of it. But sence hes just security he's gona get thrown under the bus.

In this state recently, the cops called a rancher to help them with his bull that had been hit by a car. When he got there with his rifle the cops had already shot the bull with their pistols to no effect. When he killed the bull that was pissed from being hit by a car and shot with a pistol, the cops shot him. 5 times. In front of his wife whom they threw to ground and handcuffed so she could watch her husband die. She had a massive heart attack.
