When it refers to "bucking", is it saying that the mod initially fires at 8.4v then reduces the voltage down to the voltage selected by the user?

The input voltage is determined by how much charge is left in your batteries- two 18650's in series at full charge are 8.4V. As this is a regulated mod, you can adjust what hits your atty.

The bucked voltage is what hits your atomiser, which you choose by using the potentiometer. Depending on the resistance of your coil will vary what voltage is sent to the atomiser.
