I have read and scanned thru all 3 docs the FDA just released and I get the impression that tobacco, menthol and unflavored ejuice is pretty much guaranteed PMTA approval.

Then the device to use them should be pretty easy as well.

nope
That would include all vape hardware.
And from scanning the PMTA requirements the FDA does not lean towards approving open/variable power systems

if those 3 flavors will be legal, in what can you use them?
i vape lots of mint but if it's gonna be ok with the govt, i
guess i should find something else.....

I would say at first pods and cigalikes. They are some of the few devices with pending PMTA's...
Of with vape equipment you already have.
