My question is does the mod have any effect on flavor or is it just the tank. The mods in question are a sigelei 150tc and an rx200, same tank(tfv4), wattage, and same juice
Just unscrewed the tank from one and put it on the other. The flavor just seemed better with the sigelei. Is this possible? Does one maybe fire quicker or hotter than the other?

The Sigeli might fire hotter. Try upping the watts by a few on the RX200.

These were both fired at 65 watts. Tried the rx at 70 as well still not as much flavor.

Unfortunately, you're now probably influencing your own opinion.
This is the reason for "double blind" testing.

But... some main flavors, and even accent notes, only "pop" at certain temps.
A difference in ramp-up due to mod differences may make you stop the draw at a different point. TC settings can't be relied on for baseline... mods differ there too.

Bottom line... now that you've got the idea in your head... you're hosed. :p

All things being equal (as far as watts, TC etc) the tank/coil should make the difference.
