Hi and welcome. That's a good question, and the short answer is, the FDA has no authority to regulate anything outside the country. Foreign manufacturers who wish to sell in the US market-- stocking distributors in the US-- will have to comply. If you travel overseas, buy something, and bring it back for personal use, I don't think they can touch you, although CBP might want you to pay duty on the import. An item bought on a foreign website and shipped to the US... who knows? They might "deem" that a US transaction and forbid it, but the worst that will happen is CBP will seize it in Customs... if they find it. If your shiny new Chinese atty comes disassembled in a box marked "sewing machine oiler replacement parts," how will they know? And that's a lot of boxes to open every day. Nobody is certain how it's going to work out yet. I personally don't think it will be as bad as people fear. That's a *lot* of boxes to open every day...
