I am just getting into RDA's and I am using 24 gauge kenthal wire! For the inside diameter is it less resistance with a smaller inside diameter or is it less resistance with a bigger inside diameter?

ID of the coil has NO affect on the resistance. The length of the wire used to make the coil and the diameter of the wire itself determine resistance. ID of coil does affect the number of wraps to make a coil. ID has mostly affects wicking and heat distribution ability of the coil.

+1 to @HondaDavidson. The mandrel diameter is not key for determining resistance. You mostly use that to fine tune the total resistance in multi coil builds, to select how much wick you're going to pull (in center pull coils), of to match the coil size to the deck. All that said, given equal wire size and number of wraps, a larger mandrel coil will exhibit more resistance than one wound to a smaller diameter, because it will use a longer length of wire to make the same wraps.
