Okr t10 problems.

I just built my first VV mod using the okr t10 chip. But after I had everything soldered together the chip will only put out .6v no matter where the potentiometer is.

I'm stumped. This is the second time I have tried to build an okr t10 box and I thought I figured out the problem with the first build but I guess I didn't.

Well tonight I wired a different chip using this diagram and got the same result. I'm thinking it has to be my batteries. But I don't know why.... 1 set is imren 40a and the other set are imren 38a both sets are less than 2 months old.
