can i preheat kanthal claptons on 213 sigelei?

Yep, looks like any mode or wire has adjustable Pre Heat. For me it needs Pre Heat or it's a weak hit.

im trying just in power mode....44 wraps of clapton in my tornado.....would love to have punch

You can set it anywhere from 10-213W, and .05 to several minutes of Pre Heat. I don't think you would have any trouble with that build.
