With Public healthcare in GB the govt saves money if people switch to vaping.
With for profit health care they lose money in taxes and the more cases of cancer the more money the HC industry makes.
And I am not even figuring in tobacco taxes in my conclusion.

Are you sure? When people switch to vaping, they live longer than if they had continued to smoke, and the longer a person lives, the higher their lifetime healthcare costs are (on average, over a population basis).

A fair point but what if it is still cheaper to treat other illnesses than cancer over the long haul?

Ahh but what about all the arguments here to quit smoking, overeating, etc to prolong their lives?
Longer lives mean more money for the HC industry and more taxes for the government.
