Is it a new battery? If it is new then check for it to be Authentic.
Heres a few ways to check:
There is a Number or Letter Etched on the Negative Terminal (Its the only 18650 battery that has this)
The Negative Terminal is Completely Flat
The Positive Terminal is Perfectly Circular
There are three prongs on the Positive Terminal
There is a Stamped Letter/Number under the Positive Terminal near the Vent
The Writing on the Wrapper is in Dotted Ink and every letter (I:3, N:2, R:4, 1:1, 8:3, 6:2, 5:5, 0:3, 2:3, 5:5, R:4)
Glows brightly when under blacklight
The Wrapper is not overly tight and has no seams
It should weigh no more then 45 grams
If the Battery was overheated or old then its time to replace it..
It could also be your charger, check to make sure the settings are set to 4.2V or Liion Batteries, I know if it is set to LifePo4 or other 3.3V/3.6V then it may do the same thing
If your saying that the mod says check battery and you put it on the charger and it shows 50% before you charge it, that's normal as mods cut off around 3.5v. If it shows 50% after charging you have a problem. A Little more info would be nice.
It may also be the mod you're using. It may have a low voltage cut-off. For example; My Evic VTC Mini will drain a battery to 3.4V before cutting off, whereas my X-Cube2 will cut off at about 3.5V. Granted one is Single and one is Series, but the mod cuts them off at different discharge levels. If the batteries are no longer able to provide the needed voltage, a regulated mod will stop it from over-discharging your batteries.
50% seems a bit high, but I'm unsure how you got that number exactly. As far as I know, no chargers give you actual percentages, just bar indicators, which can't be accurately gauged. I had a buddy who assumed each bar was a 25% marker, but at 2 of 4 bars on the charger, the mod would read it as 1/5 charged, not 1/2 charged. I've had 2 batteries charging (identical mah) and one was at 3 bars at 4.0V, and the other was at 3 bars at 3.7V, but they both charged to 4.2V full bars.
In other words, if the voltage draw is too high on the battery, the mod won't fire it even if the battery is not dead yet.

I have some fake 25R's that I got from Ebay and my snow wolf says "Check Battery" even on the first button press if its over 120W, Im sure the batteries are rated extremely low and there may be some similarities depending on what batteries and where he purchased his batteries.
That blows, the 25R are supposed to be the least counterfeited of the Mains. I'm a little skeptical sometimes of the new 25R5s, I know they're still new to the market, but that's all shops sell here now, they all seemed to have a stupidly large stock of them, almost as though they got them at tooooo good of a deal, makes me wonder if they're counterfeits too. It wouldn't bother me so much if it was one or two shops, but all of them seemed to just entirely switch stock overnight on the same day, and I don't know if I should be concerned. When Samsung ceased production on the Blues, and started the Greens, did they have some big like "new battery blowout" sale or something? I find it hard to believe all shops just unanimously decided to switch their entire battery stocks for no reason.

There are many ways to tell if its real when you have it in hand, most of which are found only in the 25R2/25R5 and no other battery. If online you see it say "Replacement for such-and-such-battery" then its guaranteed to be fake, thats how I found all the counterfeits I have. Liionwholesale stocks authentic and checks them to be authentic so have confidence in buying from them if your looking for a nice set.

The wattage you can get from a %50 battery is less then when fully charged. Whats the wattage set at when this happens?

You need to clarify what you mean.
What device? How are you charging and with what charger? What voltage are your batteries before/after charge and at what rate are you charging? What do you mean by 50% charge? What is the "it" that shows 50%, at what point is "it" "50%"?
