This is what happens with "feel good" laws/regulations. They don't stop long enough to think out the consequences of their actions because they are so hasty to be able to beat their chest and say see here, I'm doing what I can to protect you, and especially your children from themselves, now re-elect me!
We had one here where the city criminalized riding a bike on the sidewalk, suddenly thousands of toddlers on tricycles and 4-5 year olds learning how to ride their bikes became criminals. The press had a field day asking the police when they were going to start the fines and arrests. The next month they changed it to mean only bike riders in the downtown business district, then the bicycle messengers sued the city. They ended up scrapping the law. The bill's sponsor was ridiculed quite rightly for being anti-bike.
