My state recently tried to increase the cigarette tax (yet again), saying that it was the only way to prevent cuts to public schools. Nevermind the fact that the lottery was supposed to provide all sorts of monies for that very purpose. Luckily, for those still smoking, which a huge portion of that is the poor, the measure failed.
