Surgeon general’s e-cigarette report panned as ‘truly terrible’

The guy is only 39 years old, meaning he's been a doctor for what, 10 years, maybe? Just checked. Yep, he completed his residency in 2006. So what makes him qualified to be Surgeon General?
Could it be that he was the co-founder of "Doctors for Obama" (now known as "Doctors for America") in 2008?
