Good article. Yes, there's potential money to be made off of e-cigs, and the gov wants it's cut of this potential (though still small market). As with any other vice or activity, whether dangerous or not. For example, the numbers racket was the forerunner of today's legalized "and taxed" state lottery "daily numbers" games.
