This issue follows the typical pattern of many DC annuals in that it offers a mostly standalone story that runs alongside and enhances the main series. In this case, writer Van Jensen and artist Bong Dazo take a closer look at Zoom's new team of villains - how they were recruited and what part they play in Zoom's anti-Barry Allen crusade. Effectively, this issue links together a series of origin stories, but it does so elegantly and with a strong enough finish that the issue is a worthwhile read for fans of Jensen's ongoing Flash run. If only it looked better.
This issue succeeds mainly because Jensen's primary goal is humanizing each of Zoom's new allies. Each villain has clear motivations for joining Zoom's cause and a common element of tragedy uniting them. And if they're all misguided or manipulated into fighting for the wrong side, so much the better as far as that tragic element is concerned. All of this culminates in a great finale sequence that reinforces Zoom's vile nature. This new team of villains may not be ready to challenge the traditional Flash Rogues as kings of the mountain, but this issue goes a long way towards elevating each character.
